The "spring" is internal to a switch pod which includes all four 
stalks (turn, lights, wipers and hazards).  It (the pod, don't know 
if it is possible to fix the "spring") is not very difficult 
to replace.  Remove the steering wheel, find the hidden screw(s?) below 
the steering column, losen, remove cover, slide pod off.  Time is 
maybe an hour.  Oh yeah, mark the alignment of the steering wheel 
_before_ you remove it.

Check the archives for dealers (I think it is dealer only) who will 
sell you the switch pod - should be about $110 -$130, as I remember.
