New caps were included with my Boge shocks. I used a pipe wrench to
get the old caps off and to put the new caps on. It was one of those
self-locking ones (Stilson?). You can get the torque right by
calculating the distance (in feet) along the wrench handle a person of
your weight (in pounds) needs to stand to get the required torque -
multiply the distance by the weight, e.g. if you weigh 160pounds, and
you need a torque of 120footpounds (probably not the correct torque
for the caps), then stand 0.75feet (=9inches) along the handle when
 the handle is horizontal.

You end up with some teeth marks on the caps, and it is possible that
because you are squeezing the cap, the torque won't be exactly right,
but it should be near enough. The last time I got a repair shop to
replace my shocks for me, I discovered teeth marks on the caps anyway,
so I'm not the only one.

It works for me!
