THERMO TIME SWITCH

Quattro people,  
	In my 85 4KQ I have been trying to diagnose if I have a bad TT switch. 
 I get no juice upon cranking (with the coil wire disconnected and in 
below 30 F temp) to the cold start injector.  When I check voltage at 
the TT switch upon cranking it is only 1.5 volts through ground.  Is 
this the proper voltage and if not what would cause it to be low?
