Steve, the reformulated gas was mandated in California in high smog areas a
couple of years ago. That included SF, Oakland, LA, San Diego areas. I
figured San Jose was in there too. I can remember when I lived in Alameda
(Oakland) and my mileage went down 2+ mpg around mid-late 94, while gas went
up a nickel. I could, at the time drive out to Modesto and get the better
gas, cheaper, and avoid the city taxes too!

I think it was the year before that they mandated the 'better' diesel fuel
that ate Mer-said-es and semi-truck diesel pumps due to poor lubrication.
