The best wheel cleaner I have found is "Espree' Deluxe Wheel Magic' (Green
liquid).  I have used it for both raw aluminum wheels and painted wheels.
 However, I would not use a toothbrush to clean your wheels because nylon
bristles will scratch - try to find a soft horsehair brush instead.  Plus, I
would wax them at least once a month (paint is paint and wheels are exposed
to more crap than the rest of the car!)
