I have not noticed this behavior in my car.  When in manual mode,
it stays at the same fan speed.  I have to admit that I don't pay
that much attention to it, though.   Have you had the ignition switch
replaced on recall?  The switch is supposed to affect the A/C, so
maybe this is a factor.
