Neil,
The steel ring is to center the shock insert in th strut tube but may
not be necesary. Many of the inserts fit the OE strut top nut. If when
you loosen the strut top nut with the "wiz bang get your strut out fast
tool" the insert should not move side to side, except slight play. If
yours needs them they fit on top of the insert, inside of the strut
tube and the nut fits down on top of them. The last Koni inserts I
insalled came with 2 different steel centering rings and 2 different
strut nuts so I have lots extra parts (been using Koni's almost
exclusivly for 8 years). The plastic washer goes over the shaft of the
shock after the strut nut is insalled and tightened with the "wiz bang
get your strut out fast tool" but again the shop may have reinstalled
the OE part here too. I will normally choose the part that fits best if
they are in good condition and that is often the OE part.
