On the Konis I put in my 4000, the white plastic rings sat on top of the
strut insert, just beneath the threaded collar. It was (I believe) to be
some sort of sealing ring as Koni also specified putting about 50 cc
(from memory) of anti-freeze into the strut housing for thermal transfer.

Seemed sort of strange at the time, but that's what the instructions
called for. (even in Dutch as my wife is fluent)

I recall the metal rings as well, but can't remember exactly what they
were for. I believe they're smaller in diameter (vs. the white plastic
ones) but taller in cross section???
