Electrical help: fuse 4

Well, today my fuse 4 decided to take a vacation. This is the fuse
that controls the climate control, dome light, vanity mirrors,
lighter, and apparently the alarm system.  A new fuse blows the
instant it makes contact, so there's a persistent short somewhere.

Does anyone with an electrical manual for this car (89 100Q)
have any thoughts on where I might start debugging this? Is the
key-switch inside the driver's door a possibility? My now-ex
mechanic took three tries to fix this recently, and it's possible
he screwed it up....again.  Is the alarm system itself a possibility?
Where is the control box for this located?
