I had the wipers die on my '88 90Q. It was not the fuse or motor, instead
the wiper linkage had seized up. Not sure of the correct part name, but
if you look at the wiper mechanism, there is a metal linkage that drives
the back-and-forth motion of the wipers from the rotational motion of the
wiper motor. I removed it, used some WD40 and grease, and it now works
fine.
In your case, something could be sticking slightly, which would explain
why the wipers work fine at high speed or when it warms up.
