Fog Horns and Bad Speakers

Car is 1993 100 CSQWagon

Anybody have similar symptoms:

a) Usually in warmer weather, shut off engine and a "fog horn" like moan comes from the middle rear of the car. On for 3-4 seconds, off for 30 seconds. This happens with engine off and key out of ignition. Even if I restart, the cycling remains consistance for 5-10 minutes.... (sounds like something cooling down). Dealer (who was unable to reproduce symptom) says it probably isn't the fuel pump as many of you suspected. Instead they focused on the "conveniance system" which is what they call the pump which controls the security system, etc. With this new pump, my keys now work from a greater distance, but as soon as I got the car home, the fog horn started again. Good thing I have an extended warrentee!!! Any ideas?

b) The other annoying problem I have is the stereo which is the factory "gamma".(I've heard others describe a "delta" which I think is the Bose). Anyways, power output is wimpy (anybody know the power output?), and the speakers cut out frequently... Again, dealer was unable to re-produce this characteristic.... Anybody elso out there have problems with speakers cutting out as I've described. What can I do?
