Okay, so I gets the ohm meter and the closed throttle position seems to work
but the full throttle not.  So I crack open the switch and it has apparently
held about 1/4" of water inside it at one point or another.  So the full
throttle contacts are corroded.  I can get a reading if I touch these
contacts right out at the ends where they meet, but further on down towards
the wiring, no reading.  Should I try to clean somehow or should I replace
the switch?  Also the common wire pulled out of the connecter when I
disconnected it so I need to solder that back together.  I'm not sure if it
was broken already or if I broke it???  Oh well.
