parking brake cable replaced, still bind

Hi everyone,
The mechanic told me the right parking brake cable is rusted, causing 
the caliper not to fully release.  Well, it is replaced now.  But the 
caliper is still partially binding after parking brake release.  It 
seems to release if I hit the foot brake a few times.
Questions : 
1. Is my caliper the real problem ?
2. Are both my caliper and the cable bad ?  The mechanic told me the 
caliper release better than before, but is still binding.  It is too 
late to verify that.  I have to take his word for it.  I do trust 
this fellow.
3. Would a rusty cable cause the caliper to bind ?  Now that the 
cable has been replaced, would the caliper gradually improve ???
