>From your description it sounds like the switch for vertical adjustment 
of headlights. As the car is loaded, the headlights will point increasingly 
higher, blinding oncoming traffic. This switch normally has 3 
settings, empty, half-full and full-load car. A small electric motor 
adjusts the angle of the headlamps when the switch is activated. 

This feature is becoming quite common here in Europe, this year's A6 has it
as standard I believe. Might also be standard on the A4, if not, it certainly
is available as an option.
