Wasted Bandwidth?

I was wondering why there appears to be so much wasted bandwidth when 
some people reply to postings.  In addition to the approximately 13% of 
the digest being devoted to majordomo word recognition and subscrib*ng 
and unsubscrib*ng information, and another 15% to 20% of the digest being 
repostings of a "complete" message, that accounts for 35% to 40% 
(including the index) of a digest.

I enjoy reading the actual messages but I'm of the opinion that WE should 
include only the salient portion of the message WE are responding to.

What's the general consensus?
