Fuel Pump noise Normal?

Of course, inside a car you can never hear the fuel pump when it's buzzing
away.  However, outside mine is much louder than I expect.  From the
drivers door, I can easily hear it, and probably from 20 to 30 feet behind
the car.  Evelyn says that her VW used to have a noisy Fuel Pump, but
I never remember it being that loud.  Any advice on wether I should replace
it, or if it's normal?

The car is a '90 90Q20v.
