90 Coupe Quattro - Bad ECU

I have a little problem with this concept, but maybe it's a cultural issue.

How come you can be asked to pay for something that may or may not fix your 
problem?  On my various trips to the USA, I've been seriously impressed by 
levels of service.  Beer's too cold or too warm?  Have another, sir!

The German service documentation, when it reaches the point where the ECU is 
suspected, always says ECU "_versuchsweise_ ersetzen".  That means "try 
swapping the ECU" - it doesn't mean swap the ECU, bill the sucker, and see if 
he comes back on Monday.

I'd love to know what AoA's policy is.  In the original German, and here in the 
UK, there's absolutely no way a customer would fund the gropings of imbeciles.
