Read in a Euro magazine I picked up, paraphrased.

At one of VW's test facilities in Germany, someone, most likely
a group of professional photographers, installed a secret camera
which, when triggered by the heat of a passing car, would take a 
photo of the car and relay it via satellite somewhere.  Some of these
photos have appeared in trade magazines.  VW has also secured a well
known security expert/detective and has hired him full time to 
help prevent things like this from happening.
