I had a similar thing happen on the 5k, and I found that there is a check 
valve of some sort in the line near the pump.  I found that if I eliminated 
the check valve the flow was just fine ... must mean the check valve is bad.
Like a good boy I procured a new one from Carlsen and installed it ... same 
problem.  I think the pump may be too weak to force open the valve.  Turns 
out it is very easy to disassemble the valve and remove the mechanism.  I 
put everything back together and it has worked fine ever since.  I would 
imagine that the valve was intended to keep water in the lines to minimize 
running wipers over a dry windshield, but I use the things so rarely here 
in CA that's not a real issue.  

You may want to check to see if your car has the same sort of system ...
