Smog & Emissions Scam

I over heard a couple of "political figure's" once discussing CAFE and
related. The issue came up about why some states are adapting smog
checks, when before they had none.  Of course the typical text book
answer was given, concern for the planet, etc...
When asked "off the record" the reasoning was to generate more tax 
revenue.  QUOTE- "California makes billions from these programs. We
cant throw away such an opertunity"
