What he told you is true so long as your cooling system has enough cooling
capacity for the circumstances.  Water wetter is supposed to improve the
cooling capacity, so it may make sense in a car which always runs too hot
(maybe a race car?).  Since my Mini, after the fender with the rad under it
got crunched (now we're going back a bit, here) I've never had a car with
that problem, so personally I wouldn't bother.
