You are right Frank.  The other ten days are accounted for as follows:

Day 356:  Roads are Dirty: Mudslide on PCH in Malibu 
Day 357:  Roads are Wet: Overturned Evian truck in Beverly Hills
Day 358:  Roads are Narrow: DUI Checkpoint (Can't really light 'em up
here anyway)
Day 359:  Roads are Curvy: Caltrans state-wide cleanup day (for
misdemeanor work release)
Day 360:  Roads are Hilly:  Aftershock from Northridge Quake

Day 361-365:  It does rain five days a year, guys.
