          actually it was "silly me" who wrote this nonsence:

Off course the red shift occures on both, the carrier frequency AND 
modulation frequency. What I ment was it is much easier to measure the red 
shift on the relatively low frequency of modulation than on the carrier 
frequency itself. That is why I think this is the approach they take.

I'm still willing to back the other postulates, that I've made, though...
