I would think the vacuum is bleeding back thru the pump.  Cruise control
problems are usually the (thin) wires in the switch assembly.  They
break at the bottom of the stem where they flex.  Check for power
at the cruise control computer first.

I assume that the clutch switch is OK... bet you had plenty of time
to look at it while doing headstands finding the brake light switch!
