	Eric is correct, even if you don't agree with his use of the term 
"Wheelspin" because the tire must turn faster than the vehicle, which by 
definition is wheel spin.  The AMOUNT of wheel spin is the critical 
factor, as that dictates the amount of tractive force the tire can 
transmit.  I did some testing of this very phenom, and have some charts 
from tire manufacturers that show tractive force as a function of 
wheelspin.  The actual value varies from tire to tire, but as Eric points 
out, it usually is around 10% slip for max. traction.  It is also quite 
interesting to see how gradually (or suddenly) the traction can drop off 
with too much wheelspin, or too little.
