The winner is.  The soft brush and a little elbow grease worked great.
I took some rubbing alcohol with me but ended up not using it because the 
brush worked so well.  Now I just need to get some cleaner for under the 
doors.

The moral of this story: DONT wax the lower valances on a old car if the wax 
you use turns white when it dries.
