What, though, does "stringent" mean here?

Most EC regulations are incredibly precise - more precise than any domestic 
government's - but is the absolute standard required higher?

I'm reminded of the late Franz Josef Strauss commenting on the relative lengths 
of the Ten Commandments, the Gettysburg Address, and an EC regulation on the 
shape of tractor seats - and their inverse importance in the lives of men.
