This has happened to me on the driver's side sometimes, and what is the
answer? Try opening the door, and slamming it shut. There is some sort of
gizmo/button in the door jamb (like the type that turns the overhead light
on and off) that pulls up the slack on the seatbelt when the door is shut.
At least that is what I have found to be the cure for mine. I just open and
close the door again, and the seatbelt slacks up.
BTW, this was also the case on my '87 Pontiac Bonneville. Seems like it is
an integral part of seatbelt technology in recent years.
