That is perfectly alright. You only need to worry if you lift two
wheels while towing it.
I just looked up the instruction manual for my '84 80q (same as your 86
4kq) and it says:
If the front or rear wheels are jammed and will not turn, and the car
is towed with one pair of wheels lifted clear of the road, the towing
speed must on no account exceed 50km/h and the car must not be towed
more than 50km/h (sic).
It also warns about towing a car which has locked diffs. In this case,
a flatbed must be used.
