These reflective paint is obtainable. Otherwise, how in the world do they
make these license plates? The way I see it, you can try to get a "clear"
paint -- no color pigment, only the reglective pigment. Run it several
times over the license plate. Without a point light source, it porbably
won't be noticable. But when a point light source such as the photo radar
is pointed toward it, the full effect realized.

I'm just theorizing here -- I don't know how opaque the reflective pigment
is...
