The 4000 rpm cut out is a defective overboost limit switch located right on top of the intake manafold near the letter "o" in the word "turbo" on the casting. The two leads might be shorted together due to wear on the insulation, or the switch might be defective - it has to be open for normal operation, closed if there is too much boost - waste gate failure - cutting off the engine at 4000 rpm to avoid mechanical damage.
