Yes, these are the parts in question. I believe there purpose is to
cushion the "shock" of the shocks banging around from the body, just
like any of the bushings underneath.

They do wear, and cause vague handling and sloppy steering.

I can't speak for the prices though. I don't remember what mine cost.
