Heated seats, climate control

I think that this subject has been touched on by the list, but I didn't
really catch all of it.  So here goes again, sorry.  My heated front seats
don't work on my 1986 5k tq, they didn't work on my old 1987 5k s either.
I am guessing that this is smething pretty common.  Are the heating
elements in the seats burnt out, or is it something else?  I would just
like to get them working before winter.  Also, when I have my climate
control turned off, I usually still get a little air coming out of the
vents.  Then when I turn on the front window defrost, the air comes out of
the front vents.  Is my climate control bad?  Hope not.
