I don't know if the process is any different for a used car, but I
investigated a new car some time ago.

The short story is: "You can't get they-ah from he-uh."

New EPA and DOT restrictions make it almost impossible for a normal
citizen to import a non-US-spec car into the US. Even Bill can't. :-)
There are certain exceptions (I think returning military personnel
can bring one with them).

You can contact the EPA and/or the DOT to get the paperwork, but it's
pretty massive, and has lots of things that you just can't get filled
out by yourself.  There are some shops in NY and CA that specialize in
importing gray-market cars. They might be able to help.
