That is where the break is.

The wire insulation may not be burned, but the conductor is open there.

I am not sure about which four wires you are speaking, but there is a sensor
of some form buried in the seat which had a broken wire on it also when I
repaired my seat heaters. The heaters in the back and bottom of the seat are
in series.

I just plugged mine in and fired it up. Hmmm maybe a bad choice of words.
BTW, I found out when I tried it for the first time that there were multiple
breaks in the wires, not all of which had the burned spots. All the breaks
were at the left side of the seat, however.
