Disclaimer: Yes, you can. But it can be tricky to get back together.
There are four rivets (I think that's what they are) that can be drilled
out. Be careful, though. There's a good deal of spring pressure that
will push the two halves apart. Memorize assembley, disassemble, clean
the contacts, etc. Get four long screws, nuts, and lock washers (I don't
remember the specs) and put the whole thing back together. I put some
locktight on the nuts, also. Next time you'll just have to take the
screws out.
This was a two man job between my father and I to put the unit back
together. I remember having to hold a couple of the stalks while he put
the other two in. I had to replace mine because of the usual broken high
beam return spring mechanism. I got the assembly from a junk yard and
wasn't satisfied with how the stalks looked aside of mine.
