In the case of several older models, VW and Audi have a driver's side
steering wheel airbag retrofit kit available in Germany.  I believe it is the
slightly smaller "Euro-bag" and not anything that was ever federalized for
the U.S. market.  It is self-contained and a simple (but no doubt costly)
installation.  Perhaps a German list member could inquire about availability,
price and the wisdom of shipping explosives through the mail.

A second remote possibility is the Breed Corporation (If memory serves).
 They have been marketing a self-contained steering wheel/air bag retrofit
for several domestic applications.  Slim chance of an Audi application, but
why not ask?
