Low torque specification = small torque wrench.
High torque specification = big beefy torque wrench.

One size doesn't fit all.

BTW, harkening back to an earlier thread on the wisdom of lubricants on
fasteners in critical torque applications, I offer this quote from the 1997
Audi A8 Owner's Manual:

"The wheel bolts must be clean and easy to turn - never lubricate or oil the
wheel bolts!"

The second phrase is higlighted in bold in the original book.  Not looking to
re-open th issue, but thought it might be worth knowing what the Audi
position was.
