Well, I just happened to be stopped several years ago for this exact
infraction in PA....  I claimed the relay was broken, and fiddled with the
car a while and while he was running my plate, just switched the 3 way to the
"legal" setting, "oh, hey, I think it's workin now..."  No ticket, but didn't
use the parkings/fog the rest of the trip out east on the cops tip...
