Here's the re-post of source info per your request:

The SPARCO stress bar from Speedware got installed in one hour by my 
mechanic the day before PIR track day. Can't say what lap time effect 
it had, but it sure made steering inputs crisper/confident. It happens 
to fit 4KQs pretty well. Basically you just drill 3-4 holes through the 
round end-plates, and matching holes thru the top of the strut tower.  
I had to move one reservoir thingy about 3 inches forward by drilling 
some new mount holes in its own bracket, and bought a shorter 
9.5" long battery to give a place to tuck the main wiring harness down 
out of the way of the starboard bar-end-plate. As an added bonus the 
bar looks cool - it's got nice welds, all aluminum, oval x-section, 
_very_ light.  

My CIS-E fuel/power boost mod is coming in the mail.  Max builds a 
"little black box" that is fairly quick to install apparently.  It 
simply enables adequate fuel enrichment at wide open throttle and has 
no other effects. doesn't affect normal throttle gas mileage or 
ignition timing or...  The stock CIS-E on the 4KQ has a flaw in that it 
doesn't deliver enuf gas at wide-open. his black box simply redresses 
that flaw. Max mentioned that K&Nfilter/airboxmod, exhaust and then cam 
is the sequence to add things to a stock motor, tweaking the CIS-E 
black box as you go to balance the system. (my understanding from phone 
con with Max).
