The answer is that the law varies from state to state. In order to
make sure, you'd have to check the regs in your state. In some
states, even having fog or driving lights uncovered and facing
forward in excess of a certain total number of lights is not legal.
I think it reasonable to note that while conditions certainly exist
in which fogs without headlights are the best solution, those tend to
be the exception rather than the rule...
