UrQ overboost.

My '83 UrQ has recently developed a little problem that first
showed up under heavy load, 2 passengers, foot to the floor.
The motor momentarily cuts out until I back off on the pedal.
I assume I was overboosting but now the problem occurs
with just 1 person in the car under moderate to heavy
acceleration. Is this a dead wastegate spring or an ECU
problem? The boost gauge reads 1.5 to 1.8 Bar before it
happens. Drives and starts perfectly otherwise. Help, please.
