I had Ned Richie's computer upgrade on my 89 200TQ and was very happy
with the increase in power, particularly in the 3500 - 7000 RPM range.
It increased the boost pressure from 1.2 to 1.7 bar. I think TAPs
computer upgrade does the same thing for less $$$ (about $300 less).
However, Ned always takes the time to answer any questions you may have.

I have no advice on the wheels but do have on suspension. I replaced
my original suspension with the Sachs Sporting (dampers and springs) and
was very impressed with the results -- lowered the car a bit, stiffened
the suspension but still maintained a comfortable ride. I bought this
kit from Ron's Parts in Canada.
