differential locks

My 84 4000s quattro's differential locks don't work.  Under the car, one of the vacuum tubes has been ripped off.  I've looked through the Bentley manual and tried to follw all of the paths where the tube might go any of the parts.  Help me!  
Any suggestions would ba appreciated.
