Hmmm.  First, I'd make sure that there isn't a separate fuse for
the low-beams that is blown, because it's easiest.  Next, I'd 
check and make sure that the bulbs themselves aren't blown,
'cause that's next-to-easiest.  Next, I'd check and make sure
the headlight relay is working, 'cause that's next-to-next-to-easiest.
