Hi-Beam Hijinks

My mothers car ('89 100E) also just recently developed another problem: 
No Headlights.  Not to worry though.  If need be, I can drive around with
the high beemers on.  (Interestingly enough, noone ever flashes me. 
Hmmm...)

I'm suspecting the headlight switch/stalk on the steering wheel column. 
What is the most effective way to verify this, and how do I get the
steering wheel off without breaking anything? (like the whole horn)

Any help would be greatly appreciated.  (goodness knows we can't have mom
go around blinding people with Audi's famous killer headlamps...)
