Huw got it right:  I had a bad element in the defroster that was arcing and
causing static.  I didn't notice the bad element because it was in the lower
half of the "quattro" on the bottom of the hatch.  

It only took a little electronic trace repair stuff and a few minutes.

Of course all the time and effort playing with grounds, etc wasn't wasted:  I
did fix two broken wires and  get rid of a rattle.
