I went and got mine out of the car.

The warning triangle is 18" x 5 1/2" x 2".
 
The first aid kit is 10" x 6 1/2" x 3"

I think one on top of the other would fit the tray pretty well, apart from the 
triangle's length.  Are you sure of the 16"?
