Correct.
Look at it, while an assistant depresses the brake pedal. The lever will
tension the spring.
When you insert the drill bit, you will effectively stop the spring hook
6mm shy off the roller. This calibrated distance tells the valve that
the car is loaded and it may apply full rear braking power now.

Yeah, you're right here... 
Do your rear brakes work? I mean, do the pads move visually? Do they
catch the rotors?
