I did this replacement procedure when I had to replace my upper steering
column after my car was stolen/recovered.  It actually easier to get up
in there with a Dremel (or similar tool) with a cutting wheel and cut a
slot in the top of the bolt.  At that point, take a large flathead
screwdriver and the bolt will come right out like a screw.

If removed in the above fashion, it can be put back into place just
fine.  I do recommend the use of red compound Loctite to keep it from
backing out.  BTDT  Having a tilt wheel when it wasn't designed into the
car isn't fun!
